How to obtain permits:
Permits for filming in public areas
1) Filming for which authorization is not required
This category includes filming for cinema or television and photography carried out with a small crew (maximum 6 people) and light equipment (shoulder-carried camera, 1 tripod, portable sound recording equipment), which will not impede the normal flow of vehicle, pedestrian or water traffic. No permit is required for filming or photography in this category, it is sufficient to communicate that it will take place by filling in the corresponding form and sending it by fax to this office (fax +39 041 2747927). The office will advise you should it foresee any problems with your request.
This category does not include :
Filming or photography that, despite being made with small film crew and light equipment, requires a dispensation from the City Council Regulations (eg. disturbing the peace, road and water traffic regulations, etc.)
2) Filming for which authorization is required
This category includes filming for cinema or television and photography carried out with:
a) film crew consisting of more that 6 people and/or with heavy equipment
b) any kind of film crew or equipment that will impede the normal flow of vehicle, pedestrian or water traffic, for which the relative permit must be obtained:
Delimitation of an area for positioning vehicles/boats/equipment and/or preparation of set with or without the use of scenery (authorization for temporary occupation of public space)
Total or partial closure of a road/square/canal/bridge/etc. with consequent total or intermittent closure to traffic (requested by the production or considered necessary by the AuthoritiesMovement of vehicles/boats in limited traffic areas
Necessity to park/moor vehicles/boats involved in the production which requires the City Council Administration to take ad hoc measures
For cinema or television filming and photography in this category, a request for authorization must be made to this office by filling in the form and the relevant attachments and sending them together by fax or post, or delivering them in person to this office. If the production requires the occupation of public space, the person making the request must pay the Administration the relative fee at the moment of issue of the permit.
For this category of filming/photography, the City Council Administration reserves the right to establish whether or not the presence of one or more Vigili (traffic policemen) is necessary during filming. Assistance of the Municipal Police can be requested directly by the production company.
This category does not include:
filming/photography requiring special dispensation to the City Council regulations (eg. disturbing the peace, road/canal traffic regulations, etc.)
3) Filming/photography requiring special dispensation to the City Council regulations.
Once the request has been sent to this office, each case will be individually examined to evaluate suitability and methods of filming through the issue of a special dispensation decree. Permits for filming/photography in interiors belonging to the City Council, and in outdoor and/or indoor spaces belonging to other public Administrations (link “request form”)
Requests should be made by filling in the relative part of the form and sending it by fax to this office. The Cinema Office will then take the necessary steps to convey the request and to obtain the permit from the relevant authorities.
